Report a translation problem
There are two other things that may affect mobility, though: Carried rockets will subtract 1 mobility each, and the Dreadnought primary spec subtracts a fixed amount. (and I /think/ that was -2?)
Is it any of those? If not, what are your soldier's rank and specs?
These changes are likely going to break some classes in ongoing campaigns, sorry! If you notice any characters that did lose their class, use my Console Helper's RandomizeClass command with one or more old specs, or (temporarily) remove the new exclusions in the matching spec's XComAmalgamation.ini file. (they'll be clearly marked as being new)
Old saves should work as expected, though any classes using the Rocketeer spec will need a reroll if you want to use the new abilities. New classes will automatically have them.
I did add an exclusion for Stukov's Richard's Classes Assassin, as a stealthy sneaky spec seemed like a poor fit. This only affects one possible class combination, so the chances of encountering this are tiny.
If you do happen to see a character with no class assigned, you can use Additional Soldier Console Commands or my Amalgamation helper to reroll it. ("RandomizeClass true OLDPRIMARYSPEC Rocketeer any")
