2) stratagems come packaged in with this mod. allied ships with offensive AI blocks will auto-target anything you hit with a stratagem flare. if the ship has a move block, it will also move to attack it
3) destroying a build is registered when it has no power
Probably going to be redoing this.
to asnwer your question though, the map tiles span across the entire savefile. each tile by default is large enough to house a planet. these tiles do not ignore planets, so if your NPCs allow it, you can have planetary occupations.
