Mass inspire conversion

Description
Add a decision to mass Inspire conversion interactions. This decision is the same as "Mass convert" mod but for nomads. Works well with Mass convert mod for non-nomadic vassals

I can't find the decision to inspire conversion. Perhaps does the option come up when you have people who'll accept the offer?

FYI - There are mods that demand obedience and to provide herd from all of your vassals
