PLEASE READ! Due to the fact that I'm extremely busy IRL I will not continue developing this mod. Though the source is available (check the discussion thread) if anyone want to develop it or create something similar.

There have been a couple of person wishing that industry upgrades should be controlled by education level and not much more. So I've made a mod for that purpose. It's in its very early stages though and I haven't been able to test it very much due to the fact that a normal day only has 24 hours and that I've got a lot more to do in my life then spending time with C:SL. So I'm very happy for all feedback I can get.

This mod makes education level the only requirement for industry upgrades. The industry will upgrade once it has a sufficient amount of workers and enough of them are over-educated. The mod has only been tested in a couple of different cities. So please provide me with feedback of which changes you would like to see.

Known limitations/issues:
- OFFICES WON'T UPGRADE WHEN USING THIS MOD. This issue was recently reported by some of the users and it's a quite big problem. So don't use the mod if you want to have lvl2 or lvl3 offices. This is the number one priority for future patches.
- The buildings won't start complaining if the education level of the workers will drop below the required levels.

All limitaions/issues will hopefully be fixed in future updates. This is a very early release with only basic functionality. Please let me know if you have any suggestions, issues or general comments.


IMPORTANT! I don't take any responsibility at all if this mod impact your gameplay or game experience in any negative way. It hopefully shouldn't cause any issues but that is not something that I can guarantee for sure.

Also note that this mod is not in any way som sort of "realism" mod. It's just a gameplay modification that some people might like and some might not.

Does this this mod make it so you cant educate your citizens too much for industries or what, I dont really get it

PLEASE NOTE: IF YOU RUN THIS MOD YOUR OFFICES WILL *NOT* UPGRADE AS NORMAL UNTIL YOU DISABLE IT.

This mod gives you a choice. If you want a standard RCI game, use this mod and let your industry upgrade. If you want to use offices as replacement industry don't use it because all offices will be lv1 until you disable the mod.

This is a great idea! Will probably use it when the issues are fixed (esp. progress bar). Thanks for developing this mod!
