It's been such a long time since the Mist first enveloped Skyrim and the people living amongst the un-ending Mist are starting to show signs of weariness, depression, hatred and anger.

The weak minded are starting to crack and now you can find Mistburnt Bandits. insane wretches, they will attack you and their own alike,

It will not be uncommon to find their corpses and kinship around
