Report a translation problem
I suggest downloading MANUALLY, & then alter the two descriptor files, both inside the ZIP & the download as suggested by the creator/dev.
Personally, I achieved a proper start by doing away with the ZIP entirely and placing the mod inside the folder labeled similarly, and then proceeded to edit BOTH descriptors as seen below.

I even uninstalled all my other sub mods running only elderkings dev and touching the sky but it still doesn't work
Not so great is that after finally getting everything I needed together to initiate the "Restore the Falmer" decision the game doesn't actually activate the event for it. I even tried using the console to just activate the even directly typing 'event falmer.85' and the game tells me that event ID# 14300085 doesn't exist. I'm not sure what went wrong, but as it stands it is currently impossible to actually restore the falmer.
