I understand your frustration in not being able to complete it. Having checked it out, I can see you put a lot of good work into it, but as you say - it's lacking quite a lot.

I was going to do a remake of this route with terrain data so it wasn't just flat level ground.
I made this version before I knew how the games import terrain data worked.
The route has the correct latitude and longitude coordinates to input the correct terrain data, however that would have required me to raise all the current laid track.
However Google changed the method of getting the API key to use Google maps overlay in the game which was free at the time.
I will acknowledge your creation when publishing. Well done.
Providing the game recognizes me as the original up-loader.
I no longer have the original PC I started this route on, and I don't know if that's a determining factor.
I did recently download the current form of the route, so if it's not installed I can guide you to have a clean version in the event you have to redownload it. The clean files are in the subscription archive, which is currently a WinRAR file at best. An update now would be in a different format that works with 7Zip.
I don't exactly put out many workshop items to be more familiar on how to do that.
I even tried Googling how to do it, but get directed to game library results.
I thought the title would have been sufficient to indicate it was finished.
Granted, now that I have a better understanding of versions, it should say Union Pacific Idaho and Ontario Oregon Finished Version v0.6.1 not 6.1
I almost had the track line finished, which would have taken less than an hour to do before I moved to adding buildings, roads, trees, weeds among other small details along the route.
Unfortunately, my PC at the time couldn't handle what the route currently has and kept crashing.
I no longer have the original file or means to use the built in tools the game has to finish or update this route.
Most of Nevada and Utah and part of California connecting to Oregon and Nevada.
I don't think anyone's PC would be able to handle a route that covers all rail lines in those states plus detail.

The original end point was going to be about @44.383166,-117.3065696,146m/data=!3m1!1e3
near Huntington Or.
Between those point's makes it a rather decent size route.
I can try to go further than Huntington, about @45.3487784,-118.1663128,21z
and attempt to get as close to @45.3569079,-117.2363022,18.76z as i can.
I do have a 64 bit PC, better than the one that i did this route with at the time.
Still get out of memory errors though not as bad or often as i used too.
I had intended on redoing this route with the correct Lat and Long with imported terrain so that it's not going to be flat like this one is.
Unfortunately Google now requires billing info just to get a static map API key which is needed to use google maps in the game which is what i was using to lay track in the correct place.
Only thing i am missing to get started actually. Have the Terrain imported in the original starting area on this version.

Recently got a new PC so all the route files for the old and new route plus the terrain data i had for the area i don't have anymore nor do i remember the name of the site i got it from.
I also don't have Google maps linked to the game like before and will probably take me some time to figure out how to get all that set up and how to get it all working again.
Stopped working on the route primarily because game crashes which were constant made me lose a considerable amount of work because unlike the flat version i was also adding scenery as i went.
Adding in the fact i was working on this alone for about 2 years and only had the game since 2012 and never having done a project like this before it burned most if not all of my motivation of doing it.
Was going to add a few more miles of main line on that side of the route for AI reasons mostly.
My next task was to make the Thunder Mountain Line from Emmett to Cascade.
After that i was going to finish the other end of the line in Oregon near the Idaho state line which looking at google images in the game looked like a gravel pit yard of some sort near Wiezer Idaho.
I discontinued working on this workshop route with the intention of redoing it from scratch.
With the new improved version it was going to have imported terrain so that the route isn't all flat like this one is.
Was also going to use assets that are avalible to everyone. Meaning if it's DLC that you can still get unlike Portland Terminal.

Usually the two easiest ways to check if you have it is if you go into editor mode and should be in assets "Kuju"
The other way to check is to go into where your game is installed.
My file path C:\Program Files (x86)\Steam\steamapps\common\RailWorks\Assets\Kuju
Should be 3 folders inside labled RailSimulator, RailSimulatorCore and RailSimulatorUS.
The Portland Terminal route DLC unfortunatly was retired meaning you can't buy it anywhere.
Only one site i have found where you could Possibly ie haven't confirmed as i already own it is off a site that isn't secure to my knowladge and wouldn't recommend it.

I am sure there are other ways that are safer to some degree but none that i have found so far.
Was starting on a remake of this route which would have actual elevation, hill's grades using the ingame terrain import data for the actual area instead of a flat terrain.
However do to conflicting issues (Workshop route IE not mine) and hardware issues the project is on hold.
Donner Pass Trackage but was attempting to replace it with the Portland Terminal trackage as there was more selection in track i could use and well also thought it fit better with the RL track than the Donner track does.
As for the base ground texture i don't recall but it's either Marias Pass or Sherman Hill.
Also have no idea what i used Pacific Surfliner for other than for a fast train to look for flaw points in the track to get a smooth ride instead of a hard to notice small bit of track maybe a foot length worth that wasn't straight.
Had a couple disasters that were not part of the plan.
Hopefully i got them all can't remember.

I will do a release to workshop once i get the line from Cascade ID to Emmet ID, which was mainly used for passenger tour rides which sadly was recently shut down or at least that's what i heard.
I will start from there and continue adding on.
It will take some time as this current version took roughly 2 years to make and that's not even detailed to what i plan to do to the remake.
Unfortunatly i don't intend to make any changes to the terrain aka no hills or mountains.
The rebuild i have planned i will be using the in-game terrain inport system for that so it's not flat like this one is.
So far only Nampa ID, Payette ID, Wiezer ID, Boise ID, Caldwell ID, Emmete ID, Fruitland ID, are what i can think of at the moment.
Where i would have liked the line to stop in Idaho for this route is Idaho Falls ID, and the branch off that is currently as far as i know is a INPR line that goes to Cascade ID.
The route is mostly in Idaho though does go into Oregon OR.
Going from Payette ID, to Wiezer ID, is in Idaho but if you keep going past Wiezer ID, the line continues in Idaho for a bit before crossing the Idaho Snake river into Oregon OR.
Going the other direction from Payette ID, there is a main line and a branch off that looks more like a siding INR but that goes to Fruitland ID, to Emmet ID, and eventually ending at Cascade ID.
Staying on the main line crossing over two trussle bridges over the Snake river into Ontario OR shortly before going back into Idaho again to i think Nampa ID.
Shermain Hill i used for manual switches as for everything else i am not sure.

I was trying to remove the amount of DLC's needed for this route so i don't remember what all uses what except Portland Terminal which uses the track and some buildings.
You can still get the route but will be missing a lot of the route.
Not that there is much scenery to look at.
However i am remaking this route from the ground up again which will and i hope will use less reqired DLC's
I can only make ten minute videos so it doesn't show much but i am hoping to get some help from good route builders in getting it worked on and have good detail.
So far though not having much luck in finding anyone to help with the project.
Which when i do get help it shouldn't take as long to build.
As for the details or scenery it's mostly empty not going to lie
I have done a little work on the payette area and a little of the Ontario section
I spent most of my time laying down track as acuratly as i could with google maps in-game
Once you see how much track there is it should be easy to understand why it's lacking in scenery
Currently i am rebuilding this route from the ground up again with changes such as terrain which instead of being flat it will have the actuall terrain imported into the game which is why this one i marked as the final version because when i tried doing it on this map i actually ended up breaking it and couldn't fix it
It will be some time before the new one is ready for workshop.
