It's probably not a very useful solution, just there to avoid errors.
a) If you mean that a recognized bastard didn't get a trait they should have, then it might be a bug. Please elaborate how it happened (When was it recognized? What trait should it inherit? etc.)
b) If you mean that secret bastards don't get it now, then yeah. That's a Game Rule now, and by default bastards won't get it, but you can change that on game start.
Missing items: County Control mode, Economy buildings don't appear, Travel planner is missing, Activity planner won't show, and MAA origins is missing.
