As for the development:
The first version will add the royal court weddings to grand weddings
The second version will replace the "normal" wedding with the grand wedding.
The third versiom will add better relationship mechanics to weddings.

This mod just covers the relationship aspect of this mod and is only meant as a hold over until the complete mod is updated.
What i'm doing is just kinda a stop gap to make until something "Grander" comes out. Perhaps, a few of my ideas will make your cut. For instance, I have "More Courtier Marriages" implemented into my Super Compatch so i added a character flag for those marriages that will increase the likelihood of them developing a relationship.
Weddings Expanded took the feast activity and added the needed events to it.
I plan to take the Grand Weddings and add the needed features to it.
However, I have been able to cull out the relationship effects/events and create a working mini-mod where non-grand wedding marriages will get a chance of relationship results.
I have the function working but the notification system I'd like to implement is being a bit fussy. I should have something soon!
Not sure why this was stopped lol I guess they feel like grand weddings made this pointless which isn't true. It would be nice to still use this as a small scale wedding or normal wedding. Grand wedding are super expensive early game"

Possible version outdated.
This mod is needed more than ever.
Loved your WE mod before we got grand weddings, and can see enormous potential to really flesh out the whole courting and marriage system. Mayhap we could even get travel options and chivalrous events to swoon our heat's desire?

I agree with the other commentators that the “mundane” weddings don’t get any of the event or relationship benefits.
Instead of expanding on the “Grand Wedding” add on, fill in the gap between “Marriage Interactions” with no flavor and the “Grand Wedding” events.
As for PDX striking down the mod, they wouldn't have a leg to stand on, unless you actually modded it so non-DLC owners got access to the exact same code as DLC-owners. Your mod is distinct from their feature in a legal sense as long as you don't copy any of their code.
