And if you really really want more smaller nations, change this one too:
z_limes_defines_l2 = 0.5
IMPORTANT: There is a hard limit to the number of tags that can be created during the game, and when that number is reached, the game simply crashes. That's a hardcoded limit from the base game. So by allowing more countries to appear, it would actually make the game reach that limit earlier.
Unfortunately, these changes aren't easily made compatible with other mods that change the map or add flavor dependent on it. For example there's 1 Moesia in Vanilla but 2 in Invictus, so that would affect every related event and mission tree. Same in Arabia, Ariana, Nubia and the steppe.
Honestly I don't think my border changes alone are worth ditching the monumental content in Invictus. Every map is a statement and the Invictus one is just as valid. On the other hand, we wouldn't be playing this game if we weren't weirdly obsessed with maps.

Delete the file "release_subject_button.txt". This will restore the vanilla behavior.
As for countries doing nothing, can you provide examples? Context usually explains everything.
