@Yumabillion: There is a green 'subscribe' button on top of the page.
Click it and then start your game. The Map can be found under community maps then.

Just make sure to look into their profile first and check if they played portal 2 recently. =)

Yeah it can take a while (I remember waiting there about 10 to 15 minutes sometimes)
You just need to get lucky with someone who also wants to play any custom map.

@eudbriel: Portal 2 has a build-in feature to wait for a random coop-partner.
1) Just subscribe to the map, then start portal 2.
2.) Go to the Community Maps - select cooperative maps
3.) Then select my map and click 'play'
4.) On the bottom of the list there is a button to look for an online-partner
