I don't really get your other point, no one has done it before so that's why it hasn't been added makes no sense in terms of it fitting the game. It would be saying like no one has made Prop Hunt or some other wacky gamemode before, so you don't know if it's gonna be added or not!
Smissmas is the only real chance for maps to get put in the permanent map pool because most of them fit standard TF2. The fact that prop hunt wasn't added kind of shows this, it could have been last year's wacky community gamemode, but they realized Smissmas shouldn't have stuff like that and thus didn't add it.
I still don't think it fits the stock game however, there is a reason that maps that allow revives such as Perks or Freaky Fair are Halloween only. Reviving takes away the emphasis of the arena FPS side of TF2 , making deaths less impactful. I enjoy the gameplay of this map/gamemode, but it belongs in community servers instead of being yet another community gamemode that dies on official servers after the update is over (VSH).
There is no way this mode is going to stalemate for long. Every round I've played has been super fast paced, if anything I miss having a little more downtime!
There aren't chokepoints on these maps, they are koth/ arena style, not A/D maps.
Respawn waves deliberately make it so the other team can push and make the game more interesting, reviving leads to more stalemates since there's way less punishment for dying and both teams constantly have their entire team at the chokepoint.
Imagine if upgrades were allowed in PVP... oh wait it's called Freaky Fair! Wait, that map plays like shit and is Halloween restricted, hmm.
Are we playing the same game? Valve has already established that this fine, so I'm a bit genuinely baffled as to why someone would think it doesn't fit.

1. Hunters were Pyros since the original PH plugin was born. Prop classes are kept mostly because each of them has unique ability
2. Fire is better use for testing fake props as we all know
FYI, I'm not defending VScript PH, I just suggest how it would be better felt playing it.
The map itself plays very well and is absolutely beautiful.
