Small Fixes:

- renamed the proto_european culture group to a more technical but more correct name
- added Etruscan names for kings and republican leaders
- you cannot longer reduce autonomy by 10% when the gov policy is 'local autonomy'
- papyrus is no longer a randomly chosen trade good for new cities outside of Egypt

- fixed some minor bugs
- fixed a bug caused by the last update so that the governors lost their career variable after two years
- added a hidden fix event for characters in office without a starting age variable in case they got the office by a unchanged vanilla event or another mod
- the state loyalty you get from 10% autonomy is now reduced from 4 to 3

- autonomous shrine construction is now prevented if you say so to the college of priests
- fixed the calculation for the borderlands governor policy selection (subject territories were counted as foreign)
