Balance Pass:

- Caster Gauntlets now can slot a third Psionics Ex Machina Gem (versus the 2 gems for normal Shard Gauntlets/PsiJacks)
- The damage output for Caster Gauntlet skills is now consistent. Caster Gauntlets deal an initial -2 damage versus regular Shard Gauntlets, but ALL psi-based skills that use extra damage tags will deal an increased +1 damage over regular Shard Gauntlets.

(Note: The damage exchange is NOT symmetrical since these are designed to be used when doing a caster build and because even +1 damage on skills is huge. How many times have you left an enemy alive with only 1 HP? Yeah, that's what I thought ;) )

Skirmisher Buff/Nerf:
- Reflex is tweaked so it should trigger 1/turn instead of 1/mission.
- Forward Operator was a cut Skirmisher perk, and therefore had some jank. Now will only give 1 AP in total per turn in which the Skirmisher watches a pod activate. Before, it was giving +1 AP PER POD and could trigger as often as it wanted.

Original double claymore fix got rid of animations. This fix will fix it right.

Balance Update:
- Rework the way Caster Gauntlets behave to keep them from completely overshadowing regular Shard Gauntlets. Parry is now granted by Shard Gauntlets and not in the class skill tree. Caster Gauntlets cap at only giving +1 focus in Mag and Beam tier (versus +1/+2) and stat bonuses for having Focus cap at the 4th pip. This allows the 5th pip from Supreme Focus + Caster Gauntlets is a "free" pip for using caster abilities.

Small balance tweak: Add +1 HP at squaddie for each hero class to make them less squishy.

Small tweak to Skirmisher: Swap Intimidate (subpar and duplicative with Judgment) to Preservation.

Patch F_RiotControl using the implementation from ABB's Riot Control. This should fix the issue of Reapers not getting grenades.
