@kamcity13, no and it's unlikely it will ever be. Unless I understand character overlays wrong, it's impossible to make the hat visible and don't cause massive compatibility issues.

Unlikely. I made this because of the lack of flavour for Russia, so if I add something, it will probably be centered around Russia again.Ana I purposely made it as compatible as possible so it can be combined with other similar mods, if there are any.
