I made this test, and I'm looking for a bit of feedback on it. I hope you don't mind.
I like to make my chambers look different and aesthetically pleasing, that's all. :-)
What was the point of the water under the glass floor? It didn't make any difference to the puzzle at all.
1. Position the laser redirection cube at the forward edge of the elevated area where you can grab it from below, and aim it at the laser catcher that shuts off the fizzler.
2. Place portals so that the fizzler is turned off, then move the portal from above the grid to the portal surface in the exit room. (Don't go into the exit room yet.) This turns the fizzler back on, but with the laser shining through it and passing next to the starway nearest the exit.
3. Go to where the cube is, reach up, and grab it.
4. Now for the tricky part: Walk sideways up the stairway nearest the exit while you keep the fizzler turned off by redirecting the laser to the laser catcher. You can take all the time you need by moving just a tiny bit up the stair and then adjusting your aim. Once you're past the fizzler you're home free!
