fixed an error in the code.

- Spawns are now first softly evaluating the closest 90 tiles to detect and promote / avoid 2:2s, tundra, floodplains
- Russia and Canada no longer loss some Tundra when removing a Desert
- Corrected an issue sometime leading to not having the Kilimanjaro
- Coastal spawns next to desert and tundra would get properly corrected
- Tile adjustment is improved to favour less changes e.g. 2:2 x2 -> 2x2 x1 + 2:1 instead of 3:1 x2

-> When no terraforming was possible BBS could be forced to add a resource from the continent
-> Luxury normally received at the map generation stage are not changed
-> But Bonus Ivory and Gypsum granted for balancing would be place ring 2 to avoid player to settling them
(It was giving them an unfair advantage)
-- Yield check phase is tweaked
-> BBS check spawns to look at the best tiles at the equilibrium
-> Now it would correct unfair yield by looking at the closer tiles first if possible
-- Fixed some Firaxis issue with Wonder Placement
-> Added a new check for distance between wonder themselves (sometime because of the lack of large Desert, Desert wonders could spawn quite close
-> Fixed a bug whereby a non-volcano Wonder could start a volcano event
