Added new settings to change the softness of the skill adjustment curve (i.e., change how harsh the adjustment is)

Skill adjustment is now triggered by quarterly_playable_pulse and random_yearly_everyone_pulse as well, so playable characters should end up with an update roughly every 2 months (6 months for non-playable).
