Replaced inventory icons for rocket launchers and refined elerium by those made by NeIVIeSiS. Desaturated Shredder Rocket model so it's no longer so bright.

Rockets will now display a warning icon if they can't be fired with the currently equipped Rocket Launcher / Ordnance Launcher, or if there is no Launcher equipped at all.

-- Fixed a bug that caused EXO Suits and SPARKs to suffer from rockets' movement penalties. Turns out that feature was completely broken all this time. My bad.
-- Fixed a scenario that allowed the player to shoot themselves in the foot by purchasing BM Rocket Launcher before the MG Rocket Launcher, rendering them unable to complete Improved Rockets -> Tactical Nuke.

Covert Action to get Refined Elerium can now be configured to not require a faction hero soldier. Necessary if you have mods that disable regular Reaper / Skirmisher / Templar.
