Speculative fix for lag/crashes while using moving melee abilities.
Shredder and Shredstorm rockets now increase only base damage, and the bonus no longer depends on the order of effects.

Fixed the bug that caused Posioned effect from White Phosphorous and Sarin rockets to always last 5 turns, regardless of the actual value in configuration.

Duration for the fire effect and apply chance can now also be configured for both rockets as:

If set to 0 (which is the default value), the fire effect will have the same duration as the posion effect.
FIRE_DAMAGE_DURATION_TURNS = 5

Value from 0 to 100
FIRE_DAMAGE_APPLY_CHANCE = 100

Implemented Highlander's fix for rocket launcher targeting. You should now see fewer cases where rockets fly through walls and ceilings. Apologies that it took so long, I was sure this fix was already implemented.
